Greetings everyone
We decided to go forward as one project that will
include Gary Felter/Jan Burnell's group. This project
will start on Martin,go up Cougar, go up Little
Buffalo, up to the north end of High Country, down
Martin, some of Coyote Run, some of Mountain Goat
Pass, all of Grouse Run and Douglas Fir.
The total Rocky Mountain power bill will be about
$212,000. Trenching and conduit are additional costs
that we will share equally. The total cost of the
project is about $310,000. We have collected about
$270,000, so far. We have about 69 lots that are part
of the project. The cost per lot is remaining less
than $5000. We have about 9 lots that have not paid
their money yet. When all of the lots have paid their
money, then we will have a better idea of the cost per
lot.
The Lynx road project is ready to go after our project
is paid off to Rocky Mountain Power. It would appear
that we would receive about $200 dollar per lot
payback to our project.
The meters that Rocky Mountain Power (RMP) is going to
eventually install can be read remotely. Rocky
Mountain power has agree to furnish about 50 feet of
cable onto each lot where the meter pedestal will be
installed. This is probably worth about $200 per lot.
Gary Felter (he has a lot on Mountain Goat Pass) was
able to work with RMP and they have agreed to
eventually bring a new power line up from the golf
course at RMP cost. Basically, this means that
everyone on the mountain will eventually be able to
get power. Everyone needs to give Gary a pat on the
back.
Trenching should start on about 24 September. RMP has
told us that we will not be able to install the
transformers until next June. I think that the whole
project will be done by 4 July of next year.
I am going up on 14 Sept to put to mark all of the
lots for where you want your meter. I will try to
take a picture of each lot/meter location. Then if
you have a question, we can resolve it.

Attention: Lava Ranch Power Project #2 Participants
Summary:
We are finally ready to get going with our power project.
Please mail a $5000.00 check, minus your deposit, made out to Lava
Ranch Power Project #2, to the following address: Dana Johnson,
2005 South 200 East, Clearfield, Utah 84015. We need the total $5000
per lot by 3 September 2007, when we are scheduled to start trenching.
Details:
Our project has increased slightly in size. We have a former Rocky Mountain
Power employee, Gary Felter, who has been instrumental in getting our power
project further organized. There are now 63 lots that want power in our project
and many others that want to be part of our project. The new areas we have
included are parts of Coyote Run, Mountain Goat Pass and Douglas Fir.
Two other small projects are also in work. Big Bear from High
Country, west to Lot 79 and all of Lynx Road. Both of these projects will
pay back to our project and should lower our cost per lot by about $400
or more.
There is another 20+ lot project that wants to hook onto our project that
would also pay back to our project. We could get to about $4000 per lot
if everything happens. Gary Felter is helping to scope out how many lots
can realistically hook up to our project before a new power line has to
come up to Lava Ranch from the golf course.
We are now in a race with mother nature to see if we can get
everything done before snow flies on the mountain. Once it snows, Rocky
Mountain Power will suspend further effort until June of next year.

Subject: Update on electrical power to Lava Ranch for Martin, Cougar, Little Buffalo,
and High Country
Summary: The next power project is getting ready to go. We need a $500 deposit to
determine which lots wants power. The association meeting on 14 July would be a good
time to know who is interested. Dana Johnson/Glenn Conover will be there with maps to
show where the power is proposed to go and all of the details of the costs.

Cost Details:
1. The fixed price bid (good until 18 Sep 2007) from Rocky Mountain Power (RMP) for new
line construction is $182,570.00 that will pass 76 lots. Trenching is about $47,000, conduit
will be about $19,000. The total approximate cost will be $250,000. That means that if
everyone participates that the cost per lot would be about $3300.00. I think the realistic
range for cost per lot is $4000 - $6000, again depending on how many lots want power.
2. The following note was part of the RMP bid:
“With the additional lots you asked me to add to the line extension, engineering has advised
me the existing 0single phase primary line is near cable capacity and future customers may
be subject to participating in the cost of additional requirements such as alternate feed
installations and 3ph cable in order to provide system reliability for their proposed increased
loads.”
I was told today (July 5) that this is the last power project for Lava Ranch until additional
power is brought up from the golf course. The rough cost of that is $65,000 per mile.
3. Power to your lot should significantly increase the value of the lot.
4. The attachment details requirements for individual lot owners to get power. Once a meter
has been installed on your lot, RMP has a minimum charge of $11.00 per month. If you
choose to wait until a later date to install your meter, you will not have to pay the monthly
fee until your meter is installed. The bid received from RMP is a legal document and will
identify each lot that paid for power. A copy of that bid will provide proof of your “paid for”
electrical service.

Individual Lot Owner Responsibilities for Power to Your Lot
Call Rocky Mountain Power (RMP), 208-776-5598, ext. 11, for a separate work request
in the lot owner name to have a meter installed at a service location on your lot.
Each lot owner would be required to provide a Bannock County building permit, or power
permit. When a power permit is issued by the County, the Lot number and Road name will
be address used by RMP to identify the customer’s premise. The cost is $25.00 for the permit,
i.e., permit for power for water pump at a well or permit for a trailer power permit. This is a one
time fee. The county number is 208-236-7230. Barbara is office manager.
The lot owner is required to install an approved service pedestal (see attached sketch of
pedestal on next page) and obtain an Idaho electrical permit (homeowner’s permit is obtained
from the Idaho Department of Labor and Industrial Services (208-334-2183)) for the new
connection. This work can be done by lot owner or by an electrical contractor. (fee is $40
plus 2.5% of cost of materials plus your labor at $20 per hour). The local inspector is Todd
Wilding, 208-251-3556 cell or 208-897-5387 office from 7:30-9:30 am.
Best price for conduit for this project is from Whitehead Electric 801-394-1657, Jim Strank.
Pedestal comes with a post – about $250 (100 amp service) -$316 (200 amp service). 100
amp 3 phase wire would be $1.25-3.00 per foot depending on how far you run the power.
The longer the distance, the heavier the wire to prevent power loss. 200 amp 3 phase wire
would be $2.67-4.50 per foot. Need 2 inch conduit. A fuse box would be at the end of the
power line.
